- 2019-02-07: Appendix C (Certification of compliance with Salary History Ordinance) is now included in all Online EDS filings started today (February 7) or later. If you need to include Appendix C into an EDS currently in process, you may click "Create New" to create a new EDS with Appendix C. You may also download Appendix C, complete, and upload as an attachment to your Online EDS submission.
- 2018-11-07: Some users are receiving error messages when trying to log-in. Technical support has identified the cause of this issue and is working on a resolution, expected in the next few days. If this happens to you, please wait 30 minutes and try logging in again.
- 2018-08-27: Appendix C (Certification of compliance with Salary History Ordinance) is now required. We are working to add Appendix C into the Online EDS. In the interim, please download Appendix C, complete, and upload as an attachment to your Online EDS submission.
- 2017-05-11: APPLICANTS: If you are unable to submit a draft EDS due to an "unexpected error" message, please start a completely new EDS and ignore the draft. Click "Create New" and you should be able to complete the EDS.
OWNERS:If you are completing an owner EDS and unable to submit due to an "unexpected error" message, please ask the applicant to delete and re-add the owners. You will receive a new invitation number.
- 2017-05-04: The EDS questions will be updated beginning Thursday May 11. This is a summary of the changes in the updated EDS:
- Section III - Business Relationships with City Elected Officials becomes Section III -Income or Compensation To, or Ownership By, City Elected Officials, and questions changed
- Section V.B - Further Certifications - has been extensively reorganized and reworded.
- A new V.B.1 question about the use of integrity monitors, integrity compliance consultants, or private sector inspector generals has been added
- Section VII - Acknowledgments F.1-3 have been moved into the Certification section and reworded.
Please note the following change in the owners who need to be disclosed: If a legal entity is anticipated to hold within the next six months, a direct or indirect interest in excess of 7.5% in the Applicant, it must be disclosed. This means that if there is an upcoming sale of the company or more than 7.5% of its stock or a planned merger, the owners-to-be should be disclosed. To avoid confusion between current and future owners in building the ownership diagram, the owners-to-be should be disclosed in an attachment.
Please note that EDSes that have already been submitted with solicitation responses and for contract mods and amendments are still valid. If an EDS was started before May 11, that EDS will still be the previous version. Applicants and disclosing parties starting new EDSes on or after May 11 will submit the updated version.
- 7/23/2015: Appendix B questions have been incorporated into new EDSes created on or after Thursday, July 23, 2015. A scanned PDF Appendix B will not be required for these EDSes. Scanned PDFs are still required for EDSes that do not have the Appendix B questions incorporated.
- 2/25/2015: EDS Appendix B (Building Scofflaw/Problem Landlord Certification) is now required by an amendment to Municipal Code Section 2-154-010 passed January 21, 2015. It is required for all EDSes submitted on or after January 22, 2015. We are working to incorporate Appendix B into the Online EDS system. Until then, please download and fill out the PDF version and upload to the "Additional Info" tab of your Online EDS.
- 10/2/2013: There have been some unusual behaviors of the system for some applicants when completing the EDS online such as, navigating off to a different webpage. If you encounter a similar issue after a couple of attempts, please submit a paper EDS application. Instructions and the EDS forms can be found at Economic Disclosure Statements (EDS)
Our Online EDS Technical Support Team is aware and actively working on this issue. We apologize for any inconvenience this may have caused.
- 1/1/2012: Two additional questions have been added to the "Certifications" section of the EDS. One question concerns ex-City employees employed by the disclosing party; the other concerns gifts to City employees by the disclosing party. These additional questions were announced by the Mayor on November 8 to increase transparency in City contracting.
The Online EDS system will automatically ask and require answers to the new EDS questions for all EDSes started on or after January 1, 2012. EDSes already in the pipeline before 1/1/2012 will not be affected. For each of these EDSes, no addendum or new EDS is required.
Please also note that if you file a new multi-tiered ownership EDS after January 1, the system will require you to re-invite your owners so they can answer the new questions. This is true even if it has been less than a year since the last recertification of the owners.
Due to reorganization, the Department of Environment and the Office of Compliance have been removed from the drop-down list of departments in the Online EDS.

- 2010/09/16: Vendors: New Municipal Code Chapter 1-23 addresses Ineligibility to do business with the City. If you have submitted an Online EDS before today, the system will pre-populate your answer to Section V.B.1. Please make sure it continues to be correct in light of Ch. 1-23. Vendors who submitted an Online EDS after 6/30/2010 but have not signed a Ch. 1-23 affidavit may be required to do so by their City contract administrator.
- 2010/06/21:
- Bug which prevented saving an EDS with too many officers, directors, or retained parties was fixed.
- EDS certificate no longer needs to be signed by the vendor.
- Bug causing EDS not to unlock properly upon logoff has been fixed.
- 2010/06/11: Tip: Select "Contract" in response to "Is this an EDS for a contract or an EDS information update?" if you need a certificate of filing for a solicitation, a contract, or a contract modification (amendment, time extension, option to renew).
- 2010/05/17: There is a bug that does not allow you to save your EDS when you have too many officers, directors, or retained parties. Until the bug is fixed, please limit your entry of officers and directors to 25 and disclose the rest by typing them under "Additional Info" or by attaching a PDF.
- 2010/04/30: To match the City website color scheme, the Online EDS has been changed to a palette of blues and oranges.
- 2010/04/30: For all users, there is now an Announcements link under support in the left menu. This will be used to inform you of system changes, new features, and bug fixes. City users will also see a City Announcements link, which will contain items of internal interest such as procedures, help, and training.
